During our investigation tour in 1968, we met a missionary and were invited to visit his work in a barriada near Lima.

He said:  "I bought this lamp, because there was no electricity. It was a mistake. The kerosene ran out, and the people asked me to bring some. They figured it was my lamp and I would furnish the fuel. It would have been better for them to buy the lamp. Then it would be theirs, and they would also be responsible for the fuel. My gift only caused dependency."

Years of working with, in, and around the dependency issue, trying just about everything, has only made it more important to remember the  "The Lima Lamp."
