We were in Lima from 1968 to 1972 and again for a short time in 1979-80. The ELS sent Ted and another pastor on an investigation trip in early 1968. For many years the Synod had no "foreign mission." The purpose of the trip was to find a suitable location for such work.
Influenced by Roland Allen's Missionary Methods: St. Paul's or Ours? and The Spontaneous Expansion of the Church, the investigation team searched for a location where an indigenous church might be developed; one that would be self-supporting, self-governing, and self-propagating, following the missiology of Allen and others.
Lima was the location. Especially, the barriadas, areas around Lima where people were settling the sandy-rocky hillsides. 1000s of people flocked to Lima each month from the rural areas of the country. These people spoke Quechua as a first language, and Spanish as a second language. They were among the poorest of the poor, looking for a new life in Lima.
We told them about new life in Jesus; forgiveness, peace, joy and eternal life under the Cross. We pointed out that they were the people of God and as such were blessed with the resources that could support and sustain a church organization, without the need to rely forever on the mission from the United States.
